We are looking to appoint a Commercial Contract Officer (Buyer) on a 12-month fixed-term contract. This is a very exciting time to join us as we continue to deliver a unified procurement service that adds real value across emergency services. North Yorkshire Fire and Rescue Service is implementing Oracle iProcurement as part of a wider Procure-to-Pay (P2P) programme designed to modernise purchasing processes, strengthen financial controls and increase procurement compliance across the organisation.

 

Working alongside the project team, you will play a key role in the successful implementation of the new system, supporting procurement activity, recommending and developing online catalogues (e-catalogues), monitoring spend and compliance data, and leading under-threshold quotation and tender exercises. This role offers a unique opportunity to contribute to a high-profile change programme that will deliver lasting benefits for the Service, its suppliers and stakeholders.

 

What You’ll Do

 

·       Contribute to the provision of a professional procurement service aligned with legislation, policies, and governance standards.

·       Support the Head of Procurement and Strategic Commercial Contract Officer in delivering purchasing services linked to organisational priorities.

·       Develop procurement statistics and key performance indicators for the Procurement Dashboard.

·       Assist Senior Commercial Contract Officers in delivering the Procurement Service Catalogue and associated KPIs.

·       Provide clear advice on procurement processes, internal and external regulations

·       Lead local tender and quotation exercises in line with internal governance, contract standing orders and the Procurement Act 2023.

·       Manage a portfolio of contracts from start to finish, ensuring timely and proactive procurement.

·       Collate and present accurate data to internal and external stakeholders.

·       Support the implementation of category strategies, policies, and procedures across the support services Procurement service.

 

What We’re Looking For

·       Qualified to CIPS Level 4 or equivalent experience

·       Understanding of quotations, tenders, and the application the Procurement Act 2023.

·       Knowledge of organisational policies, Financial Contract Standing Orders, and compliance legislation.

·       Experience building stakeholder relationships to support controlled project progression.

·       Strong analytical skills to interpret spend data and support decision-making.

·       Ability to plan and prioritise your own workload and coordinate tasks for others.

·       Excellent working knowledge of electronic purchasing/procurement systems.

·       Proficiency in Microsoft Office packages (Outlook, Word, Excel, PowerPoint).
